Harrow Regeneration Progress Celebrated with Topping Out Ceremony
Local dignitaries, including the Mayor and Mayoress of Harrow, joined Barratt London and its joint venture partner Hyde on Wednesday 1st December to celebrate the topping out of Penrose Apartments at Eastman Village. To celebrate the completion of the latest block at the exciting redevelopment of the former Kodak factory, the Mayor of Harrow, Cllr Ghazanfar Ali, placed the final brick and was presented with a ceremonial trowel.
Councillor Ali said: “Providing affordable, quality homes for local people, this new phase marks the end of the first successful chapter of homes at Eastman Village, and the incredible transformation underway at the Kodak factory site. Given the site’s history, this development is one that sits at the heart of the local community. It is amazing to see the work Barratt London and Hyde have done so far and the contribution they are making to the area as part of the council’s £1.75 billion regeneration programme to build a better Harrow for residents and visitors.”
The topping out of Penrose Apartments at Eastman Village is the fourth block to be completed on site, now around one-third of the way through. So far around 500 residents have moved in, with the entire scheme due to complete in 2028.

Of the new homes at Eastman Village, 40% of them will be classed as affordable. I’m hugely impressed with the development on site so far, and Eastman Village really is a shining example of the success that can be achieved through working in a partnership. I’m very excited to see this scheme go from strength to strength, and see more people build a home in this wonderful community.”
Homes at Eastman Village currently start at £296,000 for a one-bedroom apartment from Barratt London’s new SMRT range.
