Lords energy inquiry: UN’s Special Envoy for Climate Action and Finance Dr Mark Carney to give evidence

On Tuesday 26 April 2022 the Lords Economic Affairs Committee will be taking evidence from the former Governor of the Bank of England, Dr Mark Carney and representatives from SSE plc and Octopus Energy Generation.

These evidence sessions, which are open to the public, will be held in Committee Room 3 of the House of Lords and streamed live on Parliament TV.

At 3.15pm, the committee will hear from:

Questions the committee is likely to cover in these sessions include:

Given the huge investor appetite to invest in the transition to net zero, why do central banks and regulators need to ramp up their tools to encourage such investment?
How should private investment be focused in order to deliver a reliable and affordable transition? How much of the focus would be on supply, and how much would be on reducing demand?
The committee has heard that data needed to support trustworthy and transparent climate disclosures “does not exist” or is too qualitative. What steps could be taken to support businesses to disclose better quality data?

Is there a risk that fossil fuel investment is overly stigmatised before low carbon infrastructures are ready, leading to a disorderly transition?
What level of investment is required in the UK to meet net zero targets and what are the barriers to unlocking this investment?
What reforms to the planning system are needed to support the roll out of renewables?
How can government ensure that there is sufficient investment in the integration technologies (such as storage, interconnectors and other grid infrastructure) to provide a stable and affordable power supply?
