Warmer Homes London appoints complete senior leadership team

Warmer Homes London, a new partnership between the Mayor of London and London Councils to make the capital’s homes greener, healthier and more affordable to heat, has confirmed its senior leadership team.

The four‑person team brings together expertise in retrofit delivery, forging public sector alliances, advancing health outcomes measurement, and harnessing data innovation. They will work with partners across the industry to tackle systemic barriers and create the conditions for scaled, effective delivery in London.

The team will be led by Eleanor Purser, who has been appointed as Warmer Homes London’s Managing Director. Having served as Interim Director since January 2025, her appointment comes following a competitive external recruitment process. Eleanor brings more than 20 years of senior public sector leadership experience in place regeneration, net‑zero transformation and inclusive growth working at the national, regional and local level including within large housing associations.

She is joined by Jack Ostrofsky, formerly Retrofit London Programme Director at London Councils, who has been appointed Director of Programmes and Partnerships. Jack will lead the cross-sector collaboration driving London’s £231 million Warm Homes grant programmes, including through England’s largest Warm Homes: Social Housing Fund Strategic Partnership.

Two external appointments complete the team: Zung Nguyen, joining from the United Nations Development Programme as Director of Retrofit Strategy and Services, and Carly Tutty‑Johnson, appointed Head of Operations from the London Office of Health and Improvement and Disparities, within the Department of Health and Social Care.

Together, the leadership team will drive forward Warmer Homes London’s mission on behalf of the Mayor and the Boroughs to improve the energy efficiency of Londoners’ homes.

Warmer Homes London Board Co-Chair, Deputy Mayor for Climate Mete Coban:

“I am pleased to welcome our full senior leadership team – their knowledge and experience will be instrumental to achieving the large-scale, impactful change that Londoners urgently need. No one should have to spend winter in a cold, damp house but with 10 per cent of Londoners living in fuel poverty, making our homes more energy efficient and cheaper to heat is a vital part of building a better, greener and fairer city for everyone. Warmer Homes London demonstrates what we can achieve when we come together with a shared commitment to deliver the best for our residents.”

Warmer Homes London Board Co-Chair and London Councils’ Executive Member for Transport and Environment, Baroness Dacres OBE:

“Warmer Homes London is how we, as a city, ensure residents remain at the heart of high‑quality retrofit delivery. As Joint Co‑Chair of the Board, I look forward to working closely with Warmer Homes London’s senior leadership team to deliver the best for Londoners. The skills and expertise within this team will be a vital asset in removing barriers around delivery for partners and ensuring homes across our city are safe and affordable to heat.”

Eleanor Purser, Managing Director:

“It is an enormous privilege to take on the role of Warmer Homes London’s Managing Director. Warmer Homes London brings together regional and local government in London, united by a clear mission: to deliver homes that are greener, healthier, and more affordable to heat. Retrofit is a necessary pathway toward improved health outcomes, investment in our local communities, and achieving our Net Zero targets. I look forward to leading an expert senior team to deliver these collective goals and drive forward system-wide change”
